This is a mark of significance on Highway 29 from Llano to Mason, Texas according to this website. It usually denotes exposure of rock naturally in outcrop, in a creek, or by road cut. The host rock maybe mentioned, but the minerals are not. Blue topaz is a targeted gem in this area.
